In a bid to address concerns regarding ‘visa hopping’ and maintain the integrity of Australia’s immigration system, the government has announced further tightening of student visa regulations. This move, spearheaded by Home Affairs Minister Clare O’Neil, reflects the government’s commitment to ensuring that visa programs are not exploited for purposes other than their intended use.

Earlier this year, a series of reforms were implemented to bolster regulations surrounding student migration and mitigate the influx of individuals seeking to extend their stay in Australia through successive visa applications. However, recognizing the need for continued vigilance, additional measures have been announced to take effect from 1st July.

Of particular significance is the closure of two pathways that have been identified as avenues for circumventing offshore student integrity measures. Specifically, individuals holding visitor visas and temporary graduate visas will no longer have the option to apply for student visas while residing in Australia. This decision aims to disrupt the practice of ‘visa hopping,’ whereby individuals transition from one visa category to another in an attempt to prolong their stay in the country.

According to a statement from the minister’s office, the visitor to student pathway has seen a significant increase in applications, totaling over 36,000 since July 2023 until May 2024. By closing this pathway, the government aims to address concerns regarding the misuse of student visas and uphold the integrity of the immigration system.

Moreover, the change pertaining to temporary graduate visa holders is designed to encourage graduates to either secure skilled employment or depart the country. A report by the Grattan Institute in 2023 highlighted that one in three international graduates returned to further study, often opting for cheaper vocational courses to extend their stay in Australia.

Minister O’Neil emphasized the importance of a migration system that prioritizes skills acquisition while closing loopholes and preventing exploitation. She stated, “Our Migration Strategy outlines a clear plan to close the loopholes in international education, and this is the next step in delivering that plan.”

Overall, these measures underscore the government’s commitment to maintaining the integrity of Australia’s immigration system and ensuring that student visas are granted for legitimate educational purposes rather than being exploited for prolonged residency.
